is a reproduced letter sent to C&D Security:
To Whom It May Concern: The purpose of this letter is to provide you with information about the performance of C&D Security at the Internal Revenue Service in Washington, DC and Lanham Maryland. C&D was awarded this contract in January 1999 and have been performing the duties on it since that time. They were issues a one-year contract with four option years and we have exercised this option for the past three years. C&D hs provided approximately 230,000 hours of scheduled services in addition to 9,000 hours of ad hoc needs. The option for the Fiscal Year calls for 267,000 hours of schedules services with an estimated 6,000 hours of ad hoc needs. The contract that C&D has with us is base plus “Award Fee” and the award fee is issued each quarter and has a value of $25,000 per quarter. The amount awarded each quarter is based on the quality of services during the quarter. Through Fiscal Year 2001 C&D has averaged an award fee rate of 91 percent out of a possible 100 percent. The majority of errors that we have experienced with the guard force have been individual “Stupid” mistakes, i.e. employee reading on post, employee falling asleep on post, individual out of uniform, ect.. When these issues have been brought to the C&D Management team they have taken swift correction actions from releasing the individual to a counseling session. When C&D took this contract over they inherited a group of officers at the two sites that we accustom to wearing soft uniforms and providing information type services. The C&D contract required that they provide hard police type uniforms along with firearms qualification. C&D took that group and meet our ninety days and the years recruited individuals that meet the armed guard requirement. In additions, we have also required that all guards be AED trained along with the CPR training. C&D has taken the necessary steps to see that these requirements have been met timely. One of the things that we do is provide both our employees and visitors the ability to submit comments about guard force via “Comment Cards” much like a restaurant does. We have received comments such as “the best in the area,” “I feel safer in the building knowing that they are there,” and of course the “why do we need guards.” We in the IRS Security and Safety Branch look at providing security at these two sites as a team effort from both C&D and the IRS staff, if one fails then both have failed. We at IRS feel very comfortable with C&D as our teammates. C&D has always preformed the duties expected of them at a very high quality level and has represented the IRS with great pride.
